The project, funded by Europe for Citizens programe, is led by Municipality of Novo Mesto (Slovenia) and coordinated by Developement Centre Novo mesto in partnership with the municipalities of: Herceg Novi (Montenegro), Torun (Poland), Vilafranca de Penedès (Spain), Trnava (Slovakia), Langhenagen (Germany), Bühl (Germany), Bihać (Bosnia and Herzegovina) and the European Association for Local Democracy (ALDA).

The municipality of Novo mesto stretches across 236 km2 of surface land. There are approximately 36,000 people living in the municipality, with over 22,000 living in the town of Novo mesto.
